Reading the verdict. Supply (Bondi from the ambient medium) and concealment (waste-heat ceiling from the MIR limit at the given radiated fraction) are independent constraints; whichever is smaller binds a hypothetical installation. At ω Cen defaults, concealment binds by roughly two orders of magnitude — the Paper E conclusion that the surviving engineered parameter space is dormant or low-power. Caveats: the ambient Bondi rate is an upper bound if the hole sits in a locally evacuated region (the reading favored by the ATCA non-detection) and a lower bound if mass is harvested or imported. Defaults for n_e and σ come from measurements.js clusterParams (oMEGACat VII; van de Ven et al. 2006). Paper E's version of this constraint plane (Fig. 2) is generated by fig2_constraint_plane.py in the public source bundle.
